well this is news from 2010 but the basic explination is that the ATF Agent was an idiot and to save face the ATF did a test where a Gun smith spent about 1-2 hours dremmeling out the inside of the lower receiver to get the gun to handle real parts and fire 2 rounds before breaking the body.
