I was taken aback by this as well but discovered the NOAA, of which the NWS is a part of, does have it's own LE department.

Get this, they later said " it was a clerical error, we meant to say the Fisheries department, not the NOAA". Right. Happens all the time.
Actually, I think it was supposedly NOAA's fisheries LE division instead of the NWS division.
